What is a Habitat Management and Monitoring Plan (HMMP)?

To meet your BNG obligations you must maintain a habitat, either on-site or off-site, for at least 30 years. The HMMP sets out how that habitat will be managed, to ensure it develops as expected. It will include:

  • How you plan to manage gains and enhancements.
  • How and when you will monitor habitats.
  • How and when you will report results of your monitoring.
  • How you will review management proposals.
Who needs an HMMP?

Not all developments subject to BNG need to create an HMMP. Each LPA has different requirements and they will tell you if one is required. This is to ensure the habitats created are maintained for the statutory period of 30 years.

Who is responsible for creating the HMMP?

The landowner or a leaseholder is responsible for creating a legal agreement for their BNG obligations. This legal agreement should be supplemented with, or include, an HMMP.

When should an HMMP be created?

It should be considered early. As part of the planning process, where significant biodiversity enhancements are likely to be needed, it’s good practice to include a draft HMMP as part of the application.
